Tourism is one of the directions of economic development in the post-industrial society, which allows to solve a wide range of the most important social and economic tasks. These include the solution of the problems of expanded reproduction of labor resources, increasing employment, increasing prosperity and improving the quality of life of the society, ensuring the socio-cultural development of the population. Russia has the most powerful natural and climatic, socio-economic, cultural and historical tourist resources. On their basis, one can create a unique tourist industry that meets modern requirements, form competitive tourism products and successfully develop domestic tourism. Underdevelopment of domestic tourism automatically leads to a restriction of the possibility of admission and foreign guests. Means of accommodation, tourist infrastructure are unified for domestic and foreign tourists. Domestic tourism services should be accessible to all segments of the population. In this case, there is an incentive for expanding the consumer services sector, increasing their competitiveness, which will allow economic growth in Russia not only at the expense of the raw materials industries. Currently, the population with an average income, comparing the cost of domestic and outbound tourism, choose the second because of the optimal combination of "price and quality" of tourist services offered by foreign firms.
